Engr. Jucar B. Fernandez
Institute of Engineering
Engr. Jucar B. Fernandez combines campus leadership since 2021 with professional and industry experience since 2006. He holds a Master of Science in Civil Engineering from Mapúa University and is currently finalizing his dissertation for a Doctor in Engineering Management at the Polytechnic University of the Philippines Open University System. As a certified global Project Management Professional (PMP) and an active Consultant and Senior Planning Engineer for Hill International Consultancy, LLC, he successfully balances school administration with corporate practice. This allows him to directly inject modern, world-class construction methods and project controls into the college curriculum.
Since the engineering unit was founded in 2023, Engr. Fernandez has focused on strengthening the Bachelor of Science in Civil Engineering program by improving lessons and student retention policies. He recently reached an important goal by submitting key assessment papers to the Commission on Higher Education, clearing the way to launch a new Bachelor of Engineering Technology major in Construction Engineering Technology by 2027. To support his students further, he is running intensive review programs and mock board exams to secure a perfect 100 percent passing rate for KLD's first batch of graduates in the 2027 licensure examinations.
Beyond the classroom, Engr. Fernandez uses his expertise to protect local communities, leading residential house safety tests and earthquake preparedness seminars for vulnerable families in Barangay Victoria Reyes as part of a community extension project. An active researcher in engineering metrics and mathematical modeling, he is also scheduled to present his paper on using smart computer learning frameworks for public infrastructure procurement at the 11th International Conference on Artificial Intelligence and Engineering Management on June 26, 2026.
Dr. Ernesto L. Bastida, Jr.
Institute of Governance and Development Studies
Dr. Ernesto L. Bastida Jr. brings an outstanding record of scholarship, leadership, and public service to his dual roles as the Vice President for Research, Innovation, and Internationalization, and concurrent Dean of the Institute of Governance and Development Studies. He graduated as the Class Valedictorian from the University of the Philippines Los Baños (UPLB) in 2021 with a PhD in Development Studies, where he also received the UP Presidential Scholarship for Academic Excellence and became the first Filipino recipient of the Erasmus-Credit Mobility Scholarship to study at Koç University in Turkey. His academic foundation includes a Master of Arts in Communication Arts from UPLB, a Master of Arts in Education from Laguna State Polytechnic University as the top of his class, and a Bachelor of Secondary Education in English, Cum Laude, from the Polytechnic University of the Philippines. Advancing his legal knowledge, he is currently a second-year Juris Doctor student at the University of Perpetual Help System-Molino.
His professional trajectory is marked by rapid advancement into academic leadership. Dr. Bastida became a school principal at the age of 22 for Rex Dei Academy, and later managed over 40 teachers and 1,500 students as the principal of the Senior High School Department at Pamantasan ng Cabuyao at age 26. Beyond administration, he is heavily involved in high-level academic consulting, acting as a thesis adviser, Licensure Examination for Teachers reviewer, and an external dissertation evaluator for UPLB.
As a dedicated social scientist and associate member of the National Research Council of the Philippines, Dr. Bastida focuses his research on sustainability, education policies, organizational communication, and Indigenous Peoples Education. He has presented his findings across Asia including Japan, Singapore, Vietnam, and Malaysia—and has secured 18 best paper and presentation awards in various refereed, ASEAN, and Scopus-indexed journals. Translating his research into community action, he has served as an education specialist for developmental initiatives, such as an agricultural innovation program for the Manobo community in Agusan del Sur. His profound impact on education earned him the Gawad Ginintuang Leon Award from Santa Rosa City and the Pride of Dasmariñas award from the Local Government of Dasmariñas in 2023, honors that fuel his ongoing effort to establish his own non-governmental organization dedicated to empowering marginalized sectors.
Dr. Giovanni De Jesus Milanez
Institute of Medical Laboratory Science
Giovanni De Jesus Milanez is a registered medical technologist with a bachelor's degree from Centro Escolar University, a master's degree from the University of Santo Tomas, and a PhD in Biomedical Science major in protozoology from Walailak University, Thailand. With 14 years of teaching experience, he has taught subjects like microbiology, parasitology, and immunology across top institutions, including Far Eastern University, University of Santo Tomas, Centro Escolar University, and South Seed LPDH College where he previously served as Dean.
Dr. Milanez is a highly recognized researcher with 60 scientific publications, over 1,000 citations, and two published books on medical parasitology and medical technology laws. His research on free-living amoebae won him the 2022 Crisanto Almario Memorial Award from PAMET and the 2023 International Research Award from the Japanese Association of Clinical Laboratory Science. He also serves as a peer reviewer for international scientific journals and holds memberships in the National Research Council and the International Water Association.
Under his deanship, Dr. Milanez implements the IMLaS 2031 initiative, It envisions to set the direction of the newly established Institute of Medical Laboratory Science to become a highly competent school of medical laboratory science that meets the high standard of teaching and learning offered by top universities offering medical technology courses in the country and abroad. IMLaS 2031 also aims to produce highly skilled, competent, socially responsible graduates by 2031 and beyond that answers the needs of the community by engaging through scientific research, community extension, and by advancing innovations in the healthcare profession.
Dr. Fe M. Compas
Institute of Nursing
Dr. Fe Marabulas-Compas brings more than two decades of advanced academic and clinical leadership to her dual responsibilities as the Dean of the Institute of Nursing and former Officer-in-Charge, Vice President for Academic Affairs at Kolehiyo ng Lungsod ng Dasmariñas. Highly credentialed across disciplines, she is a Certified Hospital Administrator, Registered Nurse, and Licensed Professional Teacher who holds a PhD in Educational Management alongside two master's degrees: a Master of Arts in Nursing and a Master of Arts in Education. Her extensive teaching career includes serving as a Graduate School Professor at Saint Jude College Phinma Manila since 2013, where she mentors doctoral and master's candidates in healthcare and hospital administration. Her global contributions to the profession earned her the title of Fellow Registered International Nurse from the Royal Institute Singapore, complementing numerous local accolades such as the Gawad Karangalan Award in Dasmariñas and the Outstanding Alumni Award from Manila Central University.
An accomplished researcher, panelist, and speaker at international conventions, Dr. Compas actively steers the standards of health education through memberships in elite organizations like the Association of Deans of Philippine Colleges of Nursing and the Philippine College of Hospital Administrators. At the helm of KLD's nursing division, her long-term vision is to transform the department into a certified Center of Excellence. To achieve this, she is driving a comprehensive strategic plan focused on regular curriculum updates in telehealth, heavy investments in faculty professional development, and the integration of state-of-the-art simulation technologies. By expanding student support resources and maintaining robust clinical training networks with top regional hospitals, she ensures KLD nursing graduates are exceptionally prepared to lead and innovate in a rapidly evolving global healthcare landscape.
Luchel Z. Gloriani
Institute of Midwifery
Luchel Z. Gloriani brings more than 25 years of extensive clinical and academic experience as a registered nurse and midwife, specializing deeply in maternal and child healthcare, as well as medical-surgical nursing. She holds a Bachelor of Science in Nursing from De La Salle University Dasmariñas, a Bachelor of Science in Midwifery from Dr. Gloria Lacson Foundation Colleges Inc., and a Master of Arts in Nursing from Dr. Jose Rizal College. Advancing her credentials further, she is currently a candidate for a PhD in Business Management Major in International Healthcare System at Philippine Christian University.
Dean Gloriani’s professional background spans direct clinical practice and higher education leadership. Before her appointment as dean, she served as a faculty member and clinical instructor at KLD and the City University of Pasay, where she supervised students in actual labor rooms, delivery rooms, and recovery rooms. She also spent seven years as a clinical instructor at the University of Perpetual Help System Dalta and worked as a staff nurse at De La Salle University Medical Center. In addition to her roles in academia, she is an active healthcare provider who manages and operates Luchel’s Maternity and Lying-in Clinic, delivering direct pre-conception, intrapartum, and postpartum care to expectant mothers.
Beyond her basic clinical duties, Dean Gloriani is a highly certified specialist and trainer in essential healthcare fields. She holds professional licenses both in the Philippines and from the New Mexico Board of Nursing in the United States. She serves as an official trainer for multiple vital health programs, including the Basic and Comprehensive Family Planning Training Courses, Progestin Implant and Intrauterine Device Insertion and Removal, and the Mentoring Monitoring Midwives Training Course. Her training also extends to infectious control, basic occupational safety, and pollution control. Through her vast practical expertise and strong background in clinical guidance, she continues to drive the academic and professional readiness of KLD's future midwifery and healthcare professionals.
Ma. Fatima B. Estacion
Institute of Foundational Studies
Ma. Fatima Estacion is an educator and guidance promoting holistic education and student growth. She earned both her Bachelor of Arts in Psychology and Master of Arts in Guidance and Counseling from De La Salle University–Dasmariñas, where she is currently completing her Doctor of Philosophy in Counseling Psychology. These academic fields have provided her with a deep understanding of human behavior and personal development. She began her teaching career as an Assistant Professor in the College of Arts and Sciences at San Beda College Alabang, contributing to instruction and curriculum design, and later served as a Guidance Counselor to champion the emotional, social, and academic well-being of her students.
Her transition from private education to public service highlighted her adaptability and dedication to educational excellence. In her current role as dean, she provides strategic leadership by treating General Education as the core foundation for a student's complete development. Under her guidance, the institute focuses heavily on teaching academic excellence, integrity, ethical leadership, and social responsibility to prepare students to become competent professionals. Throughout her career, she has maintained the belief that true education goes beyond textbooks, focusing her work on developing individuals of strong character, clear purpose, and a lifelong commitment to serving the community.
Christopher A. Malay
Institute of Science and Mathematics
Christopher A. Malay has been teaching science for over 15 years and holds degrees in BS Biology and MS Biology. He also completed 24 units in PhD Science Education Major in Biology and is currently a candidate for a PhD in Biology. His work focuses heavily on food microbiology, ecology, environmental monitoring, and science education. As a tenured faculty member, he has achieved significant milestones, including publishing research papers in peer-reviewed, ASEAN, and Scopus-indexed journals. He has also shared his studies on mangroves and climate change at both local and international research conferences.
For his department, he wants to train graduates who are known for their sharp scientific skills, clear critical thinking, and a strong reliance on facts and evidence. He aims to guide individuals who have deep knowledge in their fields and can solve tough, real-world problems using smart reasoning and creative ideas. Specifically, he is working to produce life sciences graduates who show great skill, good morals, and the exact tools needed to succeed in business and higher education. He wants his students to expand scientific knowledge, perform useful research, and do well in their careers by staying adaptable and dedicated to learning throughout their lives.
Dr. Ferdinand M. Magtibay
Institute of Computing and Digital Innovation
Dr. Ferdinand M. Magtibay brings over twenty years of local and international experience in higher education, engineering, and information technology to the Institute of Computing and Digital Innovation. He holds a PhD in Technology Education from Rizal Technological University, a Master’s in Computer Engineering from the University of the City of Manila, and a Bachelor’s in Electronics and Communication Engineering from New Era University, while currently pursuing a second degree in Computer Engineering at AMA University. His global background includes serving as College Dean at AMA Computer College – Cavite, lecturing at Aksum University in Ethiopia and Future University in Sudan, and training the electronics sector for Ethiopia's Federal TVET Agency.
A licensed Electronic Technician and active researcher, Dr. Magtibay specializes in artificial intelligence, data science, robotics, automation, geoinformatics, and educational technology. His scholarly work is published in the International Journal of Geoinformatics and Springer conference proceedings, featuring data mining for student internships and geospatial poverty assessments. Notably, he chaired a technical session at the 14th International Conference on Frontiers of Intelligent Computing (FICTA-2026) in London, United Kingdom. He also holds professional certifications in Python Programming, Data Science, the Internet of Things (IoT), Cisco Networking, and Mechatronics Servicing.
At the helm of the institute, Dr. Magtibay is driving its transformation into a center of excellence for computing and emerging technologies. Guided by his principle of empowering learners through innovation and technology, he focuses on building strong industry collaborations and a productive campus research culture. Through these strategic partnerships, his ultimate goal is to produce globally competitive graduates grounded in analytical thinking, ethical leadership, and lifelong learning.
Jet Martine S. Geronimo
Institute of Behavioral Sciences
Jet Martine S. Geronimo is a Registered Psychometrician, educator, researcher, and academic leader. He has expertise in mental health, psychometrics, research methods, and psychological assessment. As the Dean of the Institute of Behavioral Sciences at Kolehiyo ng Lungsod ng Dasmariñas, he has years of experience in teaching, research, student development, and academic administration.
His notable contributions include developing policies and guidelines on student development, gender and development, and research ethics. He has also worked to strengthen research and ethics initiatives at the institution and is involved in developing the Bachelor of Human Services program. Additionally, he has published scholarly work in psychology and education and provided research and psychometric advice to various academic institutions.
As Dean, he sees the Institute as a lively learning community that nurtures skilled, ethical, research-focused, and socially responsible professionals. He promotes balanced living by encouraging mental health, resilience, and personal well-being alongside academic and professional success.
